Today this area is called Cow Bay,
Official name: Cameron Cove.
A dairy was located here and Cow Bay name stuck from that.

Squatters were forced to live here, since the GTPR controlled the downtown area. You either bought a lot from them, or lived here.

Area named after Chief of Police, Vickers

Vickersville was located about 3,000 ft NE of the GTPR wharf.
James H. Bacon, GTP Harbour Engineer, and Chief Constable, and JP, William H. Vickers, had to give permission to erect tent houses here.

Aug 1904 the Canadian Government deported Mr. Bacon,
and the other American Engineers hired by the GTPR on this job.
He was obviously brought back for the job after that.
for such a famous fellow, he is very hard to track down.
My guess for him:
I believe his name was James Harrison Bacon,
born in Mass, USA, shown age 61 in 1920 US census in Jacksonville, Duval, Florida.
Shown as a Civil Engineer, with wife Bessie, age 43, b- New York
I know he was in Florida in 1903 doing Hydrographic Work, shown as a member of the United States Engineer Corps, Assistant Engineer.
Aug 6, 1904 I know he was in Port Arthur.

(age 40 in 1921, age 21 when she married)
d- Aug 3, 1965, in Victoria BC, age 84
Immigrated in 1898,
daughter of William “Joseph” Mellor and Lois Bossom
William and Lucy's daughter, Evelyn Ada Irene Vickers
b- ca 1911, in Prince Rupert, BC
all 3 living in Fulton St, Prison or 6th st?
they all appear twice in the 1921 census which is weird?
