It was named after Percy Duff Shand,
one time Chief Clerk to the Superintendent at Moose Jaw.
He was of Welsh nationality,

He was elected Grand Esquire, in the Dominion Grand Lodge in 1914,
a Member of the Moose Jaw Elks Lodge.

Worked in office of the Union Insurance Society of Canton, London, Eng,
Immigrated to Canada in spring of 1902.
Came to Saskatoon first. member of the Rev. Barr Colonists with his brother Julian.
Came to Estevan in 1914
Became Secretary-Treasurer of, Sask. Coal, Brick and Power Co. He also was a chartered accountant, Secretary of RM of Estevan #5 ca 1922,
Councillor, served 1 term as Mayor of Estevan, 1924-25.
Stock holder and helped operate The Estevan Progress until it was sold.
Moved to Vancouver, he owned shares in a shipyard there.
Garrish Place in Estevan named after him
Arthur married Violet Hilda Lancaster Ross end of June, 1907 in Reg. dist. of Camberwell, London, England.
She died July 9, 1976 in Vancouver, age 92 Arthur served in the Army in the South African (2nd Boer) War, discharged in June 1901

in 1908, on the Soo (CPR) Line,
Sold ca 1912, to Jonas Gustav Peterson,
The founder of the Hamlet of Shand.
Deep Seam type Mine.
The mine was open until 1938
Mr Peterson owned the Eureka Coal and Brick Company in Estevan prior to this.
In 1916 this mine produced 23,755 tons of Lignite coal, 4th highest in the District.
This Mine was operating in 1917.

July 21, 1911 Jonas Gustaf Peterson and Shand School District no. 2927, bought 160 acres for $50/acre from the CPR, including Coal and Surface rights. One acre in NW corner was reserved for the school, and 6.8 acres reserved for the right of way and station. July 31, 1913 13.37 acres assigned back to CPR
